According to the newspaper, the plan was prepared by the Italian Foreign Ministry in cooperation with the Italian Prime Minister's Office and presented to the UN Secretary General, the G7 and Quint (except Italy, France, Germany, Britain and the United States).

According to the text of la Repubblica, the initiator of the document could be Foreign Minister

Luigi Di Mayo.

The plan provides for four stages.

  • Ceasefire and demilitarization of the front line with the establishment of surveillance mechanisms.

  • Multilateral talks on the future of Ukraine, discussing the possibility of making the country neutral with international guarantees and preparing for its accession to the EU.

  • Creation of full autonomy of Crimea and Donbass with Moscow's recognition of these territories as part of Ukraine.

    However, the document stipulates that the regions will be able to establish their linguistic and cultural rights, free movement of goods, services and people between countries and autonomously manage their security.

  • The creation of a new multilateral security agreement in Europe and the withdrawal of Russian troops, at least until February 23, 2022, when they were not officially in the Donbass.

According to the Italian plan, the international assistance group, in cooperation with the UN, Quinto, the European Union, Turkey, China, Canada and Israel, should implement the agreement.

  • The newspaper does not say whether the proposals were passed to Ukraine and Russia.

    Both countries acknowledged that negotiations between them had virtually stopped.

    Kyiv did not comment on the document.
