He said that the proposed changes were prepared in order to bring existing legislation in line with the law "On the use of the right of citizens of the Republic of Azerbaijan to initiate legislation."

It was noted that according to Article 10 of the law, individuals are liable for violation of the requirements of the law in cases provided for in the Code of Administrative Offenses and the Criminal Code.

The proposed amendments to the Criminal Code and the Code of Administrative Offenses are designed to define the legal basis and types of this liability.

The proposed amendments to the Code of Administrative Procedure are related to the regulation of procedural relations arising when citizens of the Republic of Azerbaijan exercise the right of legislative initiative.

The amendments regulate the features of the claim proceedings in the dispute of the Central Election Commission's decisions, the determination of the jurisdiction of the court in the proceedings on administrative disputes, the period of consideration of the claim and other issues.

This article states that the relevant executive authority imposes fines on both officials and legal entities for the preparation, storage, transportation, import and export of medical institutions and other persons who are not on the list approved by the relevant authority.

Deputy Chairman of the Committee Gudrat Hasanguliyev, members of the committee Erkin Gadirli, Azay Guliyev, Bahruz Maharramov, Nurlan Hasanov spoke at the discussions on the issues presented, and expressed their views, comments and suggestions on the proposed changes to the law.

At the end of the discussions, all 13 issues included in the agenda were recommended to the plenary session of the Milli Majlis.
