According to European sources, the commission is negotiating with Viktor Orban's government on an EU investment program to help reduce Budapest's dependence on Russian oil.

Hungary continues to block the sixth package of sanctions against Moscow, including an oil embargo, due to its heavy dependence on Russian oil imports, the paper said.

Hungary considers the EU's proposed oil embargo against Russia still unacceptable

The EC plan envisions a transitional period to cut off Russian oil supplies to some EU countries, during which time new infrastructure will be created.

Sources in the publication hope that a possible agreement between Brussels and Budapest will allow the sanctions to be approved this week or next.

As part of the EU's infrastructure adaptation plan, in some cases it envisages the construction of new oil pipelines from the west and the south, and in others the expansion or increase of the capacity of existing facilities.

Negotiations with the Hungarian authorities include EU investments to finance the oil network and specific deadlines.
