NATO Secretary-General Jens Stoltenberg has said that Ukraine "can win" its war with Russia and that the Moscow offensive is failing.

"Russia's war in Ukraine is not going as Moscow had planned.

"They failed to take Kiev," Jens Stoltenberg told reporters via video link, following an informal meeting of NATO foreign ministers in Berlin.

"They are withdrawing from Kharkiv and their big offensive in the Donbas has stalled."

He was speaking with German Foreign Minister Annalena Baerbock, who said NATO allies were ready to continue providing military assistance to Ukraine "for as long as necessary".

"We agree that we will not relax our national efforts, especially in the field of military assistance, and that we will not do so as long as Ukraine needs this assistance for the self-defense of its country," said the German minister.

Stoltenberg added that the bids for NATO membership from Finland and Sweden would be a "historic moment" and proof that "aggression is not worth it".

The NATO chief said their applications would strengthen mutual security and show that the door to the alliance was open.
