A joint meeting of the Parliamentary Committees on Human Rights and Economic Policy, Industry and Entrepreneurship was held today.

Press and Public Relations Department of the Milli Majlis told APA that Zahid Oruj, Chairman of the Human Rights Committee of the Milli Majlis, made amendments to the Law on Information, Informatization and Protection of Information (first reading) and amendments to the Code of Administrative Offenses. (first reading) bills.

The chairman of the committee spoke about the importance of information security in modern times for every state and the importance of cyber security.

He noted that both bills included in the agenda of the meeting are related to this.

Thus, it is proposed to add a new chapter to the Law "On information, informatization and protection of information."

Thus, the concept of "critical information infrastructure" is brought to our legislation.

Zahid Oruj said that taking into account the need to consider cyber security as a priority issue of critical information infrastructure and the critical information infrastructure in the Republic of Azerbaijan and its information systems,

In order to strengthen the security of information and communication networks and automated control systems, the President of the Republic of Azerbaijan signed a decree on April 17, 2021 "On some measures to ensure the security of critical information infrastructure."

The draft law defines the critical information infrastructure, its object and subject, other concepts, the authorized body in the field of security of critical information infrastructure, as well as the legal basis of the procedure for ensuring the security of critical information infrastructure.

Chairman of the Parliamentary Committee on Economic Policy, Industry and Entrepreneurship Tahir Mirkishili said that cybersecurity has caused the most damage to the economy in the world.

He said that the damage caused to the world economy by cybersecurity violations during the year is about $ 10 trillion.

This is twice the annual growth of the world economy.

Today, the world is rapidly digitalizing and this area needs serious protection.

In this regard, the project is important in terms of protecting the country's economic security.

It is noteworthy that the law identifies about 10 specific areas in terms of cyber security.

Protecting cybersecurity is a function not only of the state and government, but of society as a whole.

Tahir Mirkishili expressed confidence that the adoption of this law will play a role in the development of our economy as a whole.

Speaking at the meeting, Deputy Chief of the State Security Service Ilgar Musayev spoke about the work done to protect information security in the country, noting the importance of ensuring the security of critical information infrastructure.

The Deputy Chief informed about the fight against cybercrime, preventive measures taken in this area and praised the bill under discussion.

During the discussions, MPs Razi Nurullayev, Ali Masimli, Tural Ganjaliyev, Tahir Karimli, Vahid Ahmadov and Aydin Huseynov spoke about the successes achieved in protecting information security in Azerbaijan, noting the importance of the bill under discussion.

Speaking at the meeting, Chairman of the Parliamentary Committee on Legal Policy and State Building Ali Huseynli informed about the second issue of the agenda - the draft law on amendments to the Code of Administrative Offenses (first reading).

He said that this change includes administrative liability for violation of the Law on Information, Informatization and Protection of Information, and therefore the code provides for penalties.

The Committee on Legal Policy and State Building gave a positive opinion on the bill.

Following the discussions, both bills were recommended for discussion in the plenary session of the Milli Majlis in the first reading.
