While Serbia is interested in maintaining a 'status quo' to delay reaching an agreement as much as possible, Kosovo must show full readiness for dialogue.

So says the director of the KIPRED institute, Lulzim Peci.

He emphasizes that our institutions should not fall into the trap of dragging out dialogue.

The security expert in an interview with KosovaPress says that if Serbia does not show readiness for dialogue, it is the West and the European Union that must act.

He also talks about the possibility of Kosovo's membership in NATO, which he emphasizes can happen within five years.

"Serbia's role is to maintain this kind of game, to be a participant in the dialogue, but not to be constructive in the dialogue.

I think that Kosovo should do its job to show full readiness for dialogue, and if Serbia does not show readiness for dialogue then it is time for Western countries and the European Union to act, and the smartest decision that can be made. they do is recognize Kosovo by five non-recognizing countries.

"Slowly, awareness is rising about this stick for Belgrade, maybe Belgrade itself wants this to happen because they are not ready to reach a final agreement with Kosovo," he said.

The former ambassador is skeptical about reaching an agreement on license plates.

"I am not optimistic about reaching an agreement because Serbia wants to maintain such a 'status quo'… and to maintain the situation as it is now by refusing to have a proper agreement on the issue of license plates between Kosovo and Serbia.

Their goal is to drag this process through technical talks, even though they are political, in order to possibly overcome the current situation it has with Russia, but also with Western countries, to drag it as far as possible until at the end of Biden's presidency, as well as the current mandate of the European Commission, this is Serbia's goal, Kosovo should not fall into this trap.

"I think that the visit of the US delegation to Pristina is good news, in which they informed that the dialogue should start as soon as possible, and that this dialogue should end with mutual recognition between the two countries", says the former ambassador.

According to him, Serbia will use all the mechanisms of hybrid warfare until it takes the decisive step of secession from Russia, which, as he says, is unlikely to happen.

While also telling about the expectations for Kosovo's membership in NATO.

"Kosovo's membership in NATO, as I said, has three paths.

The first is the dialogue with Belgrade, the four non-recognizing countries of Kosovo, these two are completely interconnected, and so are the US.

We must work on these three fronts to open the door to NATO membership.

NATO membership can not be done without the recognition of four non-NATO countries, surely such a process should start first with the partnership for peace, then with the action plan for membership, but if the situation is that it requires acceleration of processes. "I think that Kosovo has a chance to become a member of NATO within 3-5 years, if we work at a fast pace in this aspect", says Peci.

The director of the KIPRED institute also talks about the security situation in the country and the world, in the face of the war in Ukraine.

At a time when world security is being jeopardized by the Russian invasion of Ukraine, he says Russia is not showing any significant military capability.

He even says that the latter would not have the status of a superpower if it did not have nuclear weapons.

"The situation may escalate initially in Moldova, in the region of Transylvania, which is under Russian control, this may worsen the situation in Moldova, but once the conflict is isolated, I do not see the capacity of Russian military to spread the war because it is not able to successfully manage neither war, in Ukraine in addition to the massive destruction it is doing is not showing any pronounced military ability even of proper planning…, so I think that if Russia would not have "Having nuclear weapons would not even have the statute of a world superpower", Peci emphasizes.

He adds that the West must be careful about what steps it will take in relation to Russia.

"Russia will not start a nuclear war, because a nuclear war would automatically mean the destruction of Russia and part of Europe and the world.

The former ambassador says Russia does not have the luxury of attacking neutral countries such as Finland and Sweden, following their decision to join NATO.

"It will not be able to attack, and Russia should know that the demand for two traditional, neutral countries, Sweden and Finland, to join NATO, has come as a result of Russian aggression in Ukraine, has a character self-defense and has no offensive character towards Russia, and Russia does not have this luxury to attack these two countries.

These situations in relation to Ukraine change because these two countries are also full members of the European Union and the attack of a European Union country even though it is not a member of NATO nowadays has the same meaning as the attack on a country of "NATO," he said.
