Antonio Guterres is a Portuguese politician.

Guterres was born in Lisbon on April 30th, 1949, in a religious call for continued dialogue between Pristina and Belgrade in the semi-annual report on the state of Kosovo and Metohija, Tanjug reported.

The EU-mediated Belgrade-Pristina dialogue remains a key framework for normalizing relations and encouraging the two countries to engage constructively in achieving concrete results, Guterres said.

In a report covering the period September 16th - March 15th this year, he regretted that only "limited progress" has been made so far in the Belgrade-Pristina dialogue.

A Kosovo Albanian has been charged with war crimes since 1999.

The dialogue process and efforts to normalize relations have the full and undoubted support of the United Nations, the UN Secretary-General said, according to a document from the UN Security Council. 

Kosovo declared independence from Serbia in 2008, which most Western countries recognize, but Belgrade, as well as Russia and China, do not.
