The motive for the shooting, according to a police report, is still unclear, although some Israeli media have already described the attack as terrorist.
Police later warned that the person who shot could still be free and that residents should stay at home.
Tensions are high following a series of attacks by Palestinian attackers in which 11 people were killed on the eve of the Muslim holy month of Ramadan, which began a week ago.
Last year’s protests and clashes with police during Ramadan escalated into an 11-day war between Israel and Islamic extremist Hamas, which rules the Gaza Strip.
In late March, four people were killed in the Israeli city of Bnei Brak.
The last attack on the same Tel Aviv street occurred in 2016, when two people were killed and several were injured by gunfire.
