A meeting of the Health Committee of the Azerbaijani Parliament was held on March 10.

The press and public relations department of the Milli Majlis told APA that the chairman of the committee Ahliman Amiraslanov opened the meeting and informed about the agenda.

He said that five bills submitted to the Milli Majlis in an envelope signed by the President of Azerbaijan were submitted to the committee for discussion in the first reading.

These are the amendments to the Law on Narcotic Service and Control and the Law on the Status of Military Servicemen, the Law on the Circulation of Narcotic Drugs, Psychotropic Substances and their Precursors, the Law on Military Duty and Military Service, and the Law of the Republic of Azerbaijan of 1994 There are two draft laws “On Amendments to the Internal Service Charter of the Armed Forces of the Republic of Azerbaijan” approved by Law No. 887 of September 1, 2006, as well as three other draft laws on amendments to the Criminal, Administrative Offenses and Criminal Procedure Codes.

Ahliman Amiraslanov noted that the draft laws were included in the "State Program on Combating Illicit Trafficking in Narcotic Drugs, Psychotropic Substances and their Precursors and Drug Addiction for 2019-2024" adopted by the Order of the President of the Republic of Azerbaijan No. 1334 dated July 22, 2019. developed mainly.

Then, presenting the draft laws, Kamala Pashayeva, Head of the Administrative Legislation Sector of the Department of State Building, Administrative and Military Legislation of the Milli Majlis Office, said that changes were identified in these 5 draft laws in 2 directions.

Amendments to the Law on Military Service and the Law on Amendments to the Internal Service Regulations of the Armed Forces of the Republic of Azerbaijan approved by the Law of the Republic of Azerbaijan No. 887 of September 23, 1994 were prepared for early detection and prevention of drug addiction .

Both documents define the legal basis for compulsory drug testing of conscripts, military servicemen, conscripts and conscripts.

The draft laws on amendments to the Criminal Code, the Code of Administrative Offenses and the Code of Criminal Procedure were developed to strengthen the fight against drug trafficking and drug addiction.

Kamala Pashayeva said that the proposed amendments to the Criminal Code were prepared mainly due to the need to improve the legislation on the transportation and acquisition of large quantities, especially large quantities, of drugs without the purpose of sale.

He noted that in the disposition of Article 234.1 of the Code, it was proposed to replace the words "in excess of personal consumption" with the word "significantly", and in the disposition of Article 237.1 to replace the words "or collect them" with the word "or cultivation".

The proposed amendments to the Criminal Code also provide for tougher sanctions for large-scale, especially large-scale, acts involving the illegal acquisition, possession or preparation of narcotic drugs or psychotropic substances and their precursors for sale.

As for the draft law on amendments to the Code of Administrative Offenses, it was stated that the document proposes to define acts of drug trafficking without the purpose of sale as an administrative offense in cases that do not lead to criminal liability, ie in small amounts.

The draft law on amendments to the Code of Criminal Procedure (first reading) envisages the improvement of procedural norms in the field of strengthening the fight against drug trafficking and drug addiction.

MPs Ilham Mammadov, Mushfig Mammadli, Sadagat Valiyeva and Nizami Safarov spoke at the discussions of the draft laws.

Deputies supported the draft laws prepared in accordance with the requirements of the Order of the President of the Republic of Azerbaijan dated July 22, 2019 No. 1334 "On approval of the State Program on combating illicit trafficking in narcotic drugs, psychotropic substances and their precursors and drug addiction for 2019-2024" The deputies expressed their views on the documents.

They praised the fact that the bills serve to strengthen the fight against drug trafficking and drug addiction.

At the meeting, which was also attended by members of the Health Committee Kamila Aliyeva, Kamaladdin Gafarov, Ulvi Guliyev and Anatoly Rafailov, the deputies unanimously recommended the draft laws to the plenary session of the Milli Majlis for consideration in the first reading.
