The Hospital Authority announced today (5th) that it has taken action against the maintenance contractor involved in the surgical lamp falling incident at the United Christian Hospital, and the services provided by the contractor did not meet the contract requirements, and it will continue to refuse to accept the contractor's tenders for the procurement of all ceiling-suspended medical equipment in public hospitals.

The Hospital Authority announced today that it has taken action against the maintenance contractor involved in the surgical lamp falling incident at the United Christian Hospital and will take serious action. The HA considered that the services provided by the contractor did not comply with the contractual requirements, resulting in the accident and having a significant impact on the safety of the hospital's services. The HA will continue to reject tenders from the contractors concerned for the procurement of all ceiling-suspended medical devices in public hospitals until the HA is satisfied that the service quality of the contractors has met the requirements.

According to the HA, the relevant measures have been approved by the HA General Assembly and will be implemented immediately, including the contractor to make a public apology to the HA, compensate the HA for the losses caused by the accident and other related expenses. Starting from September this year, the HA will not accept the contractors concerned to participate in the tenders for all ceiling-suspended medical devices and will continue to implement the arrangement for one year until September 2024 when it has reviewed and satisfied that the contractor's service quality has met the requirements before considering reinstatement of its tender qualifications.

The HA said that it attaches great importance to the incident, and in view of the seriousness of the surgical lamp incident and the service performance of the contractor involved, it has decided to take a series of measures to punish the contractor involved and seriously investigate the responsibility. The HA's sanction against the contractor is based on reasonable, rigorous and prudent considerations, and sends a clear message to all contractors that the HA will not tolerate substandard service quality and that the regulatory action on suspension of tender qualifications will also apply to future tenders.
