"If the president vetoes the budget, which will be unprecedented because the Constitution does not provide for the president to have a right to an opinion on the budget of the state at all, unless it contradicts the Constitution on some line, an emergency meeting will probably be called as soon as possible to overcome it. But it will make life difficult mainly for communities. No municipality can adopt its budget before the state budget. The veto is overcome, it won't be the first time."
