The Director of Housing, Lo Shuk-pui, took the initiative to mention the case at a press conference today (28th), she pointed out that the housing estate did not have a unit with an area of 600 square feet at all, and after questioning the owner of the unit, it was revealed that the video was fake, and the woman was not a resident, "just to show off her wealth." Law pointed out that the authorities have deployed staff to monitor the online platform, and will also take snake release operations, and in some cases, the abuse of public housing flats has been successfully recovered.
In order to strengthen the whistleblowing system, Luo Shupei said that she planned to refer to the Good Citizen Award and provide incentives to the public, such as giving awards or bonuses.

In October this year, a "stay-at-home mother" wearing sports yoga pants introduced her public housing flat in Yat Tung Estate in Tung Chung, Tung Chung, with a monthly rent of $10,2 and an area of about 200 square feet, on Xiaohongshu.
Lo Shu-pui pointed out that the authorities had inquired with the relevant residents and found that the woman in the video was not the owner or occupant of the house, and exposed that the video was fake, "There are no 600-foot units in a housing estate... It's not even true that there are buildings in Shenzhen." The authorities will continue to investigate the cases.

The Housing Department (HD) has sent staff to monitor Xiaohongshu, Carousell and Airbnb
Ms Lo pointed out that the Housing Department (HD) has deployed staff to monitor online platforms such as Xiaohongshu, Carousell and Airbnb, and will investigate suspected abuse of public housing whenever it is found, and there have been many successful cases. One of the cases involved the rental of public housing at the auction website Carousell, which was confirmed by the authorities through "releasing snakes" and issued a notice of eviction to the housing concerned at the end of September this year, and the householder is now appealing against the case.

Lock down the rental unit through Airbnb photos and kick the owner out of public housing
Another successful case was substantiated by a whistleblow, involving the rental of a public housing flat on the Airbnb platform. Law Suk-pui pointed out that after receiving the report, the staff of the Housing Department locked up a flat in Kai Tak Estate through the photos uploaded on the platform, and after the investigation confirmed the breach of the tenancy agreement, the authorities issued a notice to vacate the property, although the head of the household appealed but was unsuccessful.

Ms Lo described whistleblowing as an important way to combat abuse of public housing. From 2020/21 to 2022/23, for example, about 2,300 reports were received each year, of which 180 were verified. In order to strengthen the whistleblowing system, Law said that she planned to refer to the Good Citizen Award to provide incentives to the public, such as giving certificates or bonuses, "some people hate the abuse of public housing to the core".
According to the Housing Department, as of November 2023/24, nearly 11,2 flats have been repossessed due to rent arrears, abuse of public housing and other reasons. Law estimates that the number of PRH flats recovered this year is likely to exceed the previous year's 000,2.
