A fatal industrial accident occurred in Austin Road West, West Kowloon, and two sixty-something male workers died of suspected inhalation of high concentrations of hydrogen sulfide. The fatal accident occurred on Sunday (24th) at 1 Austin Road West, West Kowloon, involving the replacement of seawater cooling pipes of the Yuanfang air-conditioning system. The two male workers who died on the spot, 63-year-old Liu Haoxiang and 61-year-old Guo Gangji, had entered the ground for maintenance work at 23 a.m. last Saturday (10rd), but the project manager suspected that the safety procedures had not been completed and left, and at about 4 p.m., he could not find the two when he returned to the scene, and about one hour later, another engineer tried to find the two, but found that the pipeline was locked and left. The family found that they had not returned all night and contacted the company to find out. The next day, other workers found the two unconscious in the pipeline and alarmed the police to expose the tragedy.

A spokesman for the Development Bureau (SDB) said today (26 December) that in view of the fatal industrial accident, the qualification of the contractor involved to bid for public works has been suspended in accordance with the regulatory mechanism. The spokesman pointed out that the contractor concerned was a contractor on the Development Bureau's List of Approved Material Suppliers and Specialized Contractors for Public Works Materials. The contractor concerned has been notified to immediately suspend its tender eligibility for the air-conditioning installation category of public works works, and the contractor is required to conduct an independent safety audit to review its safety management system, submit improvement plans and complete the implementation of improvement measures according to the results of the safety audit, and only after the Bureau has reviewed and is satisfied that it has an effective safety management system will it consider reinstating its tender qualification.

The Development Bureau also pointed out that the regulatory action of the suspension of tender eligibility applies not only to future tenders, but also to works contracts for which the contractor has tendered but not yet been awarded. The Government emphasised that it would continue to follow up the incident seriously and would take further regulatory action against the contractor as necessary in light of the investigation into the fatal industrial accident, including extending the period of suspension of tenders and even removing it from the Approved List.
