On 8 August, the Government adjusted the private car charges for the three sea tunnels, from $2 to $75 for the West Tunnel, $60 for the Red Tunnel from $20, and $30 for the East Tunnel from $25 to $30, i.e. Plan 633, and $25 for the three Shihang tunnels.

According to the Transport Department's documents to the Kwun Tong District Council, the overall traffic volume during the peak period in August was similar to that before the implementation of about 8,92 trips (in both directions), and the traffic was generally smooth and in line with expectations. Under the 500 fixed toll scheme, the traffic flow of the East Tunnel remained unchanged as the private car toll charges of the East Tunnel remained unchanged and the peak hours remained unchanged, maintaining about 633,29 trips (in both directions).

According to the Transport Department, after the flat taxi tunnel fee, the use of the West Tunnel by taxis during peak hours increased by about 25%, while the traffic flow of the Red Tunnel and the East Tunnel decreased by about 4% and <>% respectively, marking a significant diversion effect.

The Government plans to implement "time-based charging" in the three tunnels within this year, charging different tunnel fees to private cars and motorcycles at different times, so as to curb and disperse excessive traffic flow during peak hours, encourage travellers to use cross-sea tunnels outside peak hours to regulate traffic flow, and simplify the charging structure of commercial vehicles, so that the tunnel fees for commercial vehicles using the West Tunnel can be significantly reduced, so as to facilitate the operation of the industry. We believe that the tunnel diversion situation will be more obvious after the implementation of time-based charging in the next phase of the three tunnels.

The Red Tunnel, West Tunnel and East Tunnel were implemented in July and August respectively, and the Transport Department indicated that the average daily traffic volume of the East Tunnel was 73,257 (based on 8-28 August, 30-9 September and 3 September).
