As early as 2000, the Government planned to build a trunk road connecting Yuen Long and North Lantau Island, then known as the "Route 2017 – North Lantau to Yuen Long Highway Project", including the Siu Lam Link and the Sawat Link, but it was eventually cancelled due to many objections.
