A representative of Civilian Buildings Limited held a media briefing on the eligibility results and relocation arrangements today (3nd), the representative of the company pointed out that nearly 2% of the households have not submitted the "Household Information Declaration" after the deadline, emphasizing that the documents submitted in recent days will be handled as appropriate, but if the residents do not submit them, they will be treated as "black households" and apply to the court for repossession, and the relevant tenants will lose the eligibility for compensation and relocation of $10,<> per person.


In addition, less than 1% of the approximately 012,70 tenants who have submitted declarations are eligible for relocation, and if they are willing to rent their own property or go to transitional housing, a one-person family will receive a rental subsidy of $54,5, which is only $9,000 per month based on the five-year redevelopment period.

About 32% of the households submitted information stating that they were not eligible for relocation

Civilian Buildings Limited said at the media briefing that a total of 1,012 Household Information Declarations have been recovered so far, accounting for 82% of the total number of households, of which about 67% of tenants are fully or partially eligible for relocation. About 32% were completely ineligible for reasons such as that the head of the household or individual family members owned the property, was enjoying government subsidy to rent or sell the property, was not a registered member of the tenancy agreement or did not substantially reside in the flat.

According to the information, 18% (224 households) have still not returned the relevant declarations. The representative of Civilian Buildings Limited said that although the deadline for submitting the declaration ended as early as 4 April, if residents continued to submit additional submissions in the near future, the company would still consider processing their information as much as possible unless there was an unfair situation such as data transfer. He added that if the tenant does not return the declaration, he may treat the tenant as a "black household" and can only apply for repossession of the property, "because he is only a tenant, not a landlord."

As for the relocation arrangement, Civilian Housing means that all four conditions must be met:

1/ Registered, verified and set out in the Schedule of Tenancy Agreement between Civilian Housing and
Tenant2/ Flat in San Estate Tai Hang West as the sole
residence3/ Not currently entitled to public housing benefits4
/ Does not own a residential property in Hong Kong


Eligible residents will be paid rent and transport allowance during the redevelopment period and two relocation arrangements will be provided:

1/ Rent temporary accommodation on your own during the reconstruction period or recommend transitional housing
through the social work team in the estate2/ Receive a one-off allowance and move out permanently


In the calculation of rent and relocation allowance, a one-person family family who chooses to arrange temporary accommodation or transitional housing on its own will be entitled to a rental subsidy of HK$54,3 and a total of HK$5,9 of relocation allowance, calculated for a five-year reconstruction period, i.e. $000,<> per month.

Ineligible persons will be entitled to a one-off "ex gratia relocation allowance" of $10,70 per tenant, subject to a ceiling of $<>,<>, but the relevant persons will not be granted a relocation arrangement.

In order to encourage residents to move out of the flat as soon as possible, if the tenant moves within 6 months after signing the surrender agreement, he will receive a 3% rent subsidy on the day of signing, and the remaining amount will be paid at the time of official relocation, during which he can also enjoy rent-free concession, and the deadline for relocation is March next year.
