The 2023/24 Budget proposes to issue a one-off extra payment to persons receiving social security amounts. The Government announced today (31 December) that recipients of Comprehensive Social Security Assistance (CSSA), Old Age Allowance, Old Age Living Allowance, Disability Allowance and Working Family Allowance will receive "half-monthly allowance" from today, with the Government expecting that about 163.7 million social security recipients and about 28,<> households receiving occupational allowances will benefit, involving a total of more than $<>.<> billion.

According to the Government, the amount of the one-off additional payment is equivalent to half a month's CSSA, Old Age Allowance, Longevity Allowance or Disability Allowance, and similar arrangements are made for occupational allowances.

CSSA elderly can receive between $2,030 and $3,450 depending on the degree of disability

For the additional half-month standard amount, CSSA single elderly persons will receive between $2,030 and $3,450 and each family member from $1,910 to $3,163 depending on whether they are able-bodied or have different degrees of disability. The amount payable ranges from $1,428 to $3,450 for adult CSSA and $1,025 to $3,163 for family members; Children received $1,720 to $3,700 and family growlers $1,140 to $3,415.

The Old Age Allowance will be $785, the Changsheng Allowance $2,030, the General Disability Allowance $1,003 and the High Disability Allowance $2,005.

The Government points out that those eligible for social security on 2023 May 5 (i.e. the date on which the Appropriation Bill 3 is passed by the Legislative Council), as well as households that were finally approved for occupational allowance applications submitted between 2023 November 2022 and 11 May 1, are eligible to receive the one-off additional payment, which is expected to benefit about 2023.5 million social security recipients and about 3,163 households receiving occupational allowance, involving a total of more than $7.28 billion. The funds will be credited to the designated Hong Kong bank account of the above person/household by autopay without further application.
