The revised Guidelines mention that before the National Anthem or the District Flag is expected to be displayed, the Team Leader must double-check with the Event Organiser on the spot that the National Anthem and District Flag to be used are the correct version, and if the Organiser refuses, the Team Leader must refuse the participation of the team members in the sporting event/award presentation ceremony until the organiser agrees and completes the verification procedure.

The Hong Kong Association Olympic Committee pointed out that the revised guidelines were issued to all its sports federations today and held online and physical briefings at the same time, which was also attended by the Acting Sports Commissioner of the Culture, Sports and Tourism Bureau, Cheng Ching-wan, and the sports federations of the Hong Kong Association and Olympic Committee sent more than 230 officers to participate on-site and online.

One amendment states that before the national anthem is played or the district flag is displayed, the team leader must double-check with the event organiser on the spot that the national anthem and district flag to be used are the correct version. If the Organiser refuses to allow the Tour Leader to check, the Team Leader must refuse the Team Member's participation in the sporting event/award ceremony until the Organiser agrees and the verification process is completed.

If the wrong national anthem is broadcast again, the chairman of the National Sports Association must notify the designated contact person of the HKDIA within two hours

In addition, the amendments also mention that if the organiser broadcasts the wrong national anthem, raises the wrong flag, or does not raise the district flag properly, the team leader should report to his or her respective sports federation immediately after responding in accordance with the guidelines, and the president of the association must notify the designated contact person of the HKMA Olympic Committee directly by telephone within two hours and submit a simple written report on the next working day after the incident.

Major amendments to the Guidelines include:

1. Before the National Sports Association departs to participate in international sports events, it must collect the toolkit from the HKMA and Olympic Committee, which will assign specific personnel to arrange the settlement with the Federation


2. Before departing for the Games, the National Sports Association shall provide the organisers with the official link to the recording of the national anthem (if notified by email, the electronic sound file should be attached) and the correct specifications of the regional flag by providing the template letter provided in the annex


3. The tour leader must carry the kit and hand over a copy of the hardware (computer hard drive or USB) and a regional flag to the event organizer for storing the correct national anthem, which must sign the standard receipt and confirm receipt in writing


4. Before playing the national anthem or raising the district flag, the team leader must double-check with the event organizer on the spot that the national anthem and district flag to be used are the correct version. If the Organiser refuses to allow the Tour Leader to check, the Team Leader must refuse the Team Member's participation in the sporting event/award ceremony until the Organiser agrees and the verification process is completed


5. The National Sports Association must inform its team leaders and members of the Guidelines each time before they depart for international competitions. Instruction should be conducted in a manner that enables participants to communicate with each other and ask questions in real time


6. If the organiser broadcasts the wrong national anthem, raises the wrong flag, or does not raise the district flag properly, the team leader should report to the respective National Sports Association immediately after responding in accordance with the guidelines, and the president of the association must notify the designated contact person of the HKMA and Olympic Committee directly by telephone within two hours, and submit a simple written report on the next working day after the incident


7. The HKMA Olympic Committee will provide a list of actions that the Federation must take in accordance with the guidelines. The National Sports Association is required to submit the list to the HKMA & Olympic Committee prior to departure to confirm the actions completed before departure, and submit the list again after the event to confirm that the remaining actions have been completed
