Transport workers, dissatisfied with the Hong Kong government's anti-epidemic measures, burned tents when they pushed a burning garbage truck at the Novel Coronavirus Testing Station in San Tsui Estate, Tai Wai, to a sampling booth last year, and sprayed antiperspirant into the fire to intensify the fire. The staff in the booth panicked and took the ladies and children who were present to leave, and the transport workers were finally subdued and shouted: "Hong Kong people resist!" He pleaded guilty to one count of arson with intent in the District Court today (29th), and the lawyer revealed during his intercession that the defendant had suffered from depression and later his mother died, which he believed was related to the government's epidemic prevention measures. The judge first obtained a psychiatric report for the defendant and adjourned the case until June 6 for sentencing, during which the defendant must return the sentence.


The defendant, Pan Haiming, 28, reported as a transport worker. He was charged with damaging a garbage truck and a pair of tents by fire to a garbage truck and a pair of tents on 2022 February 2 at the Coronavirus 12 mobile sampling station at the football stadium outside San Fong House in San Chui Estate, Tai Wai.

The facts of the case allege that at 4:45 p.m. on the day of the crime, a staff member saw the defendant pushing a garbage truck with white smoke coming out towards the testing station. The defendant pushed the garbage truck behind a sampling booth and opened the lid of the garbage can, where garbage was burning in the garbage truck. He sprayed antiperspirant into the fire, making it even more violent. During this time, the defendant shouted at the triage station: "Go, go!"

The defendant then returned to the sampling booth where a woman and a child were sampled. He then sprayed the fire with antiperspirant, and then pushed the garbage truck towards the sampling booth, where the garbage truck was pushed to the ground, the burning garbage was scattered on the ground, and the tent was burned. Seeing this, the staff took the woman and the child away.

Uniformed and shouting at Hong Kong people to resist

The defendant was then subdued and shouted, "Hong Kong people resist!" After his arrest, he refused to answer questions in a videotaped meeting, but expressed dissatisfaction with the government's anti-epidemic measures. In addition, the sampling booth involved in the case was damaged, the garbage truck had burn marks, and the barrel lid was burned, resulting in a loss of about 1200,<> yuan, while no one was injured in the incident.

Both parents suffer from psychosis

In his plea, the defence revealed that both parents of the accused were mentally ill. Abandoned by his father when he was young, his mother was unable to take care of him, and he lived in different homes until Secondary 2020. He then started working, but from time to time he had auditory hallucinations, which made him easily excited. He took more than 30 capsules of psychiatric drugs in <> but was rescued.

In 2021, the defendant learned that her mother living in a nursing home had been invited to receive the new crown vaccine, and the defendant called her mother to know that she did not want to be vaccinated. The defendant argued with the staff of the residential care home and started attacking him. He was charged with a suspended sentence, which he later confirmed to be suffering from depression. The defense said that the defendant's mother has now passed away, which he believes is related to the government's epidemic prevention measures.
