The second tranche of consumption vouchers will be issued as soon as 7 July, and eligible members of the public will receive the remaining $16,2. The Financial Secretary, Paul Chan, held a press conference today (000 May) at 29:3 p.m. to announce the details of the second phase of the Consumption Voucher Scheme, and it is expected that the "transfer" arrangement for the collection of payment instruments, as well as the date of marking and the new application arrangement, etc., which is scheduled for today, 15 May, that is, eligible members of the public aged 5 or above on or before this date can redeem the consumption vouchers. Members of the public who switch to another payment facility for "transfer" can do so from 29 to 18 June, just like newly eligible persons.

[15:56] Zhuang Guomin said that when deliberating, it is difficult to generalize the definition of "permanent departure" and look at it as a whole. Last year, the authorities sent SMS enquiries to 24,17 apparently ineligible registrants for re-examination, and <>,<> of them were successfully re-examined, mainly returning to Hong Kong to obtain replacement consumption vouchers.
Zhuang Guomin said that he believes that this year is much less than last year, because it was done for the first time last year, and this year mainly looks at the 6,2 people who received MPF from June last year, but it depends on how many of them have registered consumption vouchers to know whether they have permanently left Hong Kong/are eligible.

[15:42] Chen Maobo said that the original six platform payment platforms are enough, so this time there is no new addition. He pointed out that different offers are offered by different platforms and there is ample competition. He pointed out that the public funds required for each distribution of consumption coupons are "not detailed", which is a certain financial expenditure, "In the past, the factions were due to the poor economy due to the epidemic, and after the family passed, the market was booming, so it was still a process of restoration, and the peripheral environment was numb, and there were many variables, so it was consolidated many times to recover." In the future, it depends on people's livelihood, economic and social determination, and it is difficult to achieve a permanent plan."
Half of the credit will be awarded for living or further study in Hong Kong under different schemes. Chen Maobo said that about 10,<> people took half of the consumption vouchers last year.
[15:29] Zhuang continued that six payment instruments will be used, namely Octopus, WeChatPay, AlipayHK, PayMe, BocPAY and Tap & Go. If the existing registrant does not intend to switch the payment instrument for receipt, it does not need to register again, the existing registration information will be used for eligibility verification and the eligible will be received; If you wish to transfer and newly registred, you need to register again and provide information for asset examination.
Transfer and new eligible persons can go through the formalities from 6 to 5 June for about three weeks, and Chuang believes there is enough time. The method follows the practice of last year, and members of the public can find staff to handle it through the official website of consumption vouchers or visit the nine temporary service centres.

【15:26】Principal Assistant Secretary for Financial Services and the Treasury (Treasury) Chuang Guomin said that the distribution criteria are roughly the same as last year, namely: age 18 or above, Hong Kong permanent/new arrival/different immigration schemes to live or study in Hong Kong, no permanent departure or intention.
The authorities used May 5 as a boundary to determine whether the person concerned had left Hong Kong permanently:
1/Absent from Hong Kong for the past 36 months
2/ On the grounds of permanent departure from Hong Kong, submit a valid application to receive MPF before the age of 65
3/ Whether the ID card holder was issued locally or overseas
4/ Other data shows that there will be no return to Hong Kong in the future
[15:21] Financial Secretary Paul Chan said that Hong Kong permanent residents and new arrivals will receive $2,000 under the second phase; $1,000 will be awarded to eligible persons who reside in Hong Kong and study in Hong Kong through different immigration schemes, including the Admission Scheme for Gifted, Professional and Entrepreneurs.
The second instalment was originally scheduled for 7 July. If you have received the consumption voucher last year and are eligible but do not transfer, you do not need to go through any formalities and will receive it at that time; If the transfer is made to another payment instrument, the formalities will be completed between June 16 and June 6.

For those who come to Hong Kong for residence or further study under different immigration schemes, half of the amount will be paid in two instalments, i.e. $7,16.
The remaining $2000 consumption voucher can be converted into payment instruments
When Chan announced this year's consumption voucher scheme in March, he said that the first stage would use the six payment instruments distributed in August last year, and no transfer would be allowed, and the consumption vouchers would be directly deposited into the original accounts, including Alipay Hong Kong, BoC Pay, PayMe from HSBC, Tap & Go, WeChat Pay HK account and Octopus. At that time, he predicted that when the second phase of consumption coupons was to be distributed, the public could switch platforms.
