This issue was discussed between the leaders of Azerbaijan and Armenia on April 6 and May 22, 2022, in the second and third meetings organized by the President of the Council of the European Union Charles Michel in Brussels.

For that purpose, according to the conclusions of the summit held in Brussels on April 6, it was decided to convene the Joint Border Commission by the end of April.

The mandate of this commission is the delimitation of the bilateral border between Armenia and Azerbaijan,

will consist of ensuring a stable security situation along and near the border line.

On May 24, 2022, the Joint Border Commissions headed by the Deputy Prime Ministers of Azerbaijan and Armenia Shahin Mustafayev and Mher Grigoryan held a meeting without mediators on the state border of Armenia and Azerbaijan for the first time.

Armenia claims that Azerbaijan controls a part of Armenia's territory as a result of its actions in May 2021 and September 2022.

Only the delimitation process can determine the exact location of the border in a situation where the borders have not been demarcated due to the 30-year Armenian occupation.

Moreover, the Armenian side continues to occupy eight Azerbaijani enclaves since 1991 (the other one is controlled by Azerbaijan).

The comments of the Armenian side on the issue of enclaves show that Yerevan wants Azerbaijan to unilaterally recognize the Armenian border concept.
