The Center for the Analysis of International Relations has published an extensive report on information warfare and smear campaigns against Azerbaijan during the 44-day war and its aftermath.

APA informs that the names of a number of Western organizations and representatives of the public sector participating in the defamation campaign against Azerbaijan with Armenian sentiments were revealed in the report.

It was noted that these organizations and individuals with close ties to the Armenian lobby, when covering the issues related to the conflict and the South Caucasus, give space only to the perspective and view of the Armenians, are biased towards the analyzes of Azerbaijani experts and academics, refuse to publish them under various pretexts, try to marginalize them and thus, they are trying to prevent the communication of Azerbaijan's position on the issue to the Western and world community.

The report noted that during the 44-day war, Azerbaijani experts were prevented from participating in a number of events dedicated to the conflict in Western cities, and only Armenian experts were given the right to speak, and conditions were created for Armenian propaganda: "For example, on October 31, 2020, at the University of California in Los Angeles, "Mountain "Karabakh/Artsakh and Palimpsests of the Conflict, Violence and Memory" was held a one-day pan-Armenian conference, where, as expected, a one-sided narrative of past and present events was presented in favor of Armenia.

Another example is the discussion "Nagorno-Karabakh/Artsakh in the Media: Perspectives from around the world" organized by the Armenian Center at Columbia University.

It was noted that 5 Armenian panelists participated in the event held on November 5, and no Azerbaijani presenter was invited.

It was added that an event called "Crisis in the South Caucasus: Human Rights Violations in Artsakh (Nagorno-Karabakh)" was held at the Law Faculty of Columbia University.

On November 12, Columbia University's Human Rights Research Institute's Peacekeeping and Rights Program announced a research project called "Human Rights and Foreign Terrorist Activities in (Dirnagarasi) Artsakh."

Another event during the 44-day war was organized by the Department of Critical Theory and Social Justice at Occidental College in Los Angeles on November 5, 2020, the report said.

Only two Armenian panelists participated in the expert panel of the event called "Armenia-Azerbaijan War and Crisis in Artsakh".

Also, on October 26, an online panel called "On Ceasefires: International Action in the Nagorno-Karabakh War" organized by the Armenian activist collective Zoravik analyzed the ceasefire process without the participation of one of the parties.

The report noted that the one-sided approach to the Armenian-Azerbaijani conflict was manifested not only at the level of academic circles, but also in the activities of individual experts and media representatives.

"Canadian "journalist" and analyst Neil Hauer actively covered the events of the Second Karabakh war from the Armenian perspective.

Hauer repeatedly took a one-sided approach in his reporting during the conflict.

Before coming to the Karabakh region and personally preparing reports, Hauer already expressed his distaste for the BBC's report from the city of Ganja.

While he was out of the region, he prepared his materials based on the biased and unreliable "WarGonzo" telegram channel, which was declared to have deceived the Armenian people about the situation in the region throughout the war.

On the one hand, Neil Hauer, who criticized the BBC for its "one-sided coverage of the events", then speaking to the BBC, covered the events in Khankendi extensively, but refused to say a single sentence about the attacks on cities such as Ganja, Barda, and Tartar.

Another example is

The report emphasized that another example of unprofessional and biased journalists during the war is "journalist" Lindsey Snell.

It was noted that Snell, who previously operated in the Middle East and was suspected of having connections with the PKK and other terrorist organizations affiliated with it, was detained while illegally crossing the Syrian-Turkish border in 2016.

"Snell used every opportunity, including the Armenian-Azerbaijani conflict, to take revenge on Turkey for his detention.

He noted in one of his tweets that "Turkey should never have detained me."

He covered the conflict one-sidedly and even contradicted the findings of the Human Rights Watch organization regarding the committed war crimes.

He also retweeted some conspiracy theories about the bribery of "Amnesty International" by Azerbaijan.

The report stated that John Marshall Evans, the former US ambassador to Armenia, also joined the information war against Azerbaijan by spreading anti-Azerbaijani sentiment, supporting the position of the Armenian government, and even making extremist claims that Azerbaijan intends to commit genocide.

It was emphasized that prejudice against Azerbaijan continued in the post-war period.

As an example, the unpleasant situation that occurred in July 2021 at the summer academy held in Georgia by the Georgian Institute of Politics (GIP) organization with the financial support of the German Heinrich Boell Stiftung foundation was shown.

It was noted that at the event where Azerbaijani, Georgian and Armenian experts and researchers were invited, the participants were asked to write a research paper, and that material was planned to be published on the GIP website later.

It was noted that

It was noted that Shiffers said that Vasif Huseynov's sentence in his research that Armenia and Azerbaijan should recognize each other's territorial integrity, which is also a basic principle of international law, is a disregard for Armenia's perspective, therefore it does not create an opportunity for a peace agreement.

Shiffers reacted to Vasif Huseynov's sentence about the need for international aid for the destroyed territories of Karabakh: "Of course, everyone needs money.

But in the case of Azerbaijan, much has been lost due to over-reliance on natural resources and underdevelopment due to lack of reforms and democratization in general.

Should the EU pay for this?"

The report notes that Shiffers's behavior is more of a political judgment than an academic reaction.

It was emphasized that the Heinrich Boell Stiftung Foundation has repeatedly observed such biased behavior against Azerbaijan.

Thus, in the events organized by the fund, the balance was broken in favor of Armenia:

"For example, representatives from both countries are expected to be invited as speakers along with the member of the European Parliament, Viola von Cramon, to the webinar "Humanitarian crisis in Nagorno-Karabakh and the Armenia-Azerbaijan conflict" organized by this institute in January 2023.

However, the organizers invited Bahruz Samadov, who is a very marginal figure and has a very negative reputation in the Azerbaijani society, as a representative of Azerbaijan.

It is well known to the organizers that a very limited number of people in Azerbaijan share his views, and these views are characterized by many as more "pro-Armenian" than "pro-Azerbaijani".

It was a clear attempt by the organizers to falsify the balance in favor of their approach."

The report also noted that some Western publications refuse to publish the articles of Azerbaijani experts reflecting Azerbaijan's perspective on the conflict and the situation in the region.

In parallel, experts and foreign observers who shed light on Azerbaijan's position are exposed to double standards.

As an example, the document shows the treatment of Taras Kuzio, political science professor of the Kyiv Mohila Academy National University, after he published material on the war crimes committed by Armenia in the Rolling Stone publication.

It was noted that after the publication of the article, Armenians sent thousands of e-mails to the Rollong Stone publication and asked them to delete the material from the social network.

The report states that among the media organizations that are biased against Azerbaijan and do not include Azerbaijan's perspective on regional issues, and try to promote Armenia's position, there is also the Open Caucassus Media (oc.media.org) organization known as OC media.

Another such media organization is Opendemocracy.net.

It was emphasized that the materials prepared in these publications related to the South Caucasus are controlled by Armenians and they promote extremely biased materials.

It was added that another figure who continuously chooses Azerbaijan as a target is Eldar Mamedov, a political scientist living in Latvia.

It was reported that Eldar Mamedov, who until recently worked as a political consultant for the Social Democrats group of the European Parliament, authored articles and publications trying to damage Azerbaijan's reputation in the West and prevent it from getting closer to Brussels and Washington.

The report noted that Blankspot organization operating in Stockholm, as well as German media, especially "Der Spiegel" publication, are among the organizations that have a biased attitude towards Azerbaijan.
