When asked about the issue of the Chiang Kai-shek Memorial Hall that has attracted the most attention in transitional justice, Shi Zhe said that many scholars and experts suggested that the Chiang Kai-shek Memorial Hall could Changing the name to the library of previous presidents, Jiang Wanan also proposed to change the name to the Taiwan Construction Memorial Hall during the election. It can be seen that there is a general consensus on "changing the name", but the law must be amended first.

Since the Chiang Kai-shek Memorial Hall is the core of transitional justice and is probably the most political issue, but because of the 2024 election and the mayor of Taipei is Jiang Wanan, Zhou Yukou pressed Shi Zhe whether he would deal with it during his tenure as Minister of Culture. Shi Zhe further pointed out that the name change to the Taiwan Construction Memorial Hall was proposed by Jiang Wanan himself at the time, "Later, I also took the initiative to say in the Legislative Yuan that the tangible transformation of the Chiang Kai-shek Memorial Hall was actually unsatisfactory, but the invisible consensus, the name change, is the so-called De-personalize.” But Shi Zhe also emphasized that this does not mean that the name should be changed to the Taiwan Construction Memorial Hall, but “the name should not be called the Chiang Kai-shek Memorial Hall. I think everyone basically agrees on this matter.”

Shi Zhe also pointed out that because the source of law of the Chiang Kai-shek Memorial Hall is the "Organization Law of the National Chiang Kai-shek Memorial Hall Management Office", the second article clearly stipulates that the building and the site itself are to "commemorate the late President Chiang Kai-shek", so the name change also involves amendments to the law, " Now the Executive Yuan’s Transitional Justice Report is actually going to discuss this issue, whether it is possible to reach a consensus on this issue first, at least there must be a consensus on the revision of the law on personalization and name change.”

As for the timing of the amendment, Shi Zhe admitted that there are "political and technical issues".
