Pang Chun-hang, who has just stepped down from his post, expressed his gratitude to the colleagues of the Liberal Arts Institute in his speech. He is very happy to see the steady growth of the Liberal Arts Academy and respond to the needs of the industry through various businesses.

Cai Jiajun, the new chairman of the Institute of Cultural Affairs, mentioned in his speech that it is a great responsibility for him to take over the post of chairman of the Institute of Cultural Affairs. Cai Jiajun emphasized that Taiwan's market is difficult to rely on alone, and requires everyone's efforts to unite. In the future, he will use "capitalization " and "internationalization" to promote business, and hope that Taiwan's cultural content industry will make more progress in the next few years.

Cai Jiajun further stated that the difference between taking office and before is that now there are more policy tools. In the past, they could only criticize and make suggestions, but they could not bring resources to tell the industry what to do. Now there are some government resources to negotiate with enterprises.

He is familiar with the content industry in Asia and shared many personal observations. He mentioned that South Korea’s goal in the content industry is to earn platform money from intellectual property rights in the past; Singapore is the choice of many international companies due to its internationalization and English popularity. They have the advantage to choose to earn "management wealth" if they invest in and set up Asian branches. Each country has its own set goals. He hopes that the Taiwan Institute of Cultural Affairs, the Ministry of Culture and other ministries will work together on policies for the cultural content industry. More focus, clearer goals, and better performance.
