[Reporter Ling Meixue/Taipei Report] In response to the public’s proposal to promote the real-name system for art performance tickets to prevent scalpers, Minister of Culture Shi Zhejin said in an interview with the Legislative Yuan on (6) that in order to effectively curb scalpers, the Executive Yuan has held 4 inter-departmental meetings. According to the consultation meeting, the Ministry of Culture will move towards the revision of the "Cultural and Creative Industry Development Law", and will punish behaviors of increasing prices for resale and mass sweeping of tickets by means of administrative and criminal penalties.

The Ministry of Culture stated that the work of amending the law has already started, and hopes to send it to the Legislative Yuan for deliberation as soon as possible to protect the rights and interests of the public.

Due to the slowdown of the epidemic, the concert economy that has been suspended for three years has recently exploded, which has also triggered rampant scalper ticket sales. Shi Zhe pointed out that the Executive Yuan and the Ministry of Culture have been in close contact with various ministries and ticketing platform operators (technical parties) in the past three months. And sponsors (brokerage companies, public relations companies) held many meetings and developed a number of programs.

Among them, after referring to the examples of legislation in Australia and Japan, the Ministry of Culture proposed to revise the Cultural and Creative Law to clearly define the reasonable cost of ticket resale. Effectively curb the rampant situation of scalpers.

Shi Zhe said that before completing the amendment to control scalping, the Ministry of Culture will continue to communicate with ticket sellers and event organizers to establish a consensus in the industry and discuss an effective mechanism to curb scalping in practice, such as establishing an open exchange platform with reference to Japan and other countries wait.
