It was discovered by the ombudsman that in some cases injuries were not recorded in relation to persons detained in some institutions.

APA reports that this was reflected in the "Report of the Human Rights Commissioner (Ombudsman) of the Republic of Azerbaijan for 2022", which was discussed at today's meeting of the Human Rights Committee of the Milli Majlis.

It was stated in the document that in some of the police agencies that were visited, the rules for the storage of medicines were not observed - medicines were stored in the cabinet for things, other household supplies were kept in the medicine storage areas, there were medicines that had expired, there were no necessary medicines in the first aid kit, hygiene rules were not followed. it was observed that it was not followed.

In some institutions, there were cases where a doctor's examination was not organized, there were no medical records of detained persons, and in some cases, injuries were not recorded.

The analysis of the results of the visits, as well as the appeals addressed to the Ombudsman, suggests that problems related to access to medical care still remain.

In this area, there were relatively many requests for transfer to the Treatment Facility of the Penitentiary Service.

As a result of the measures taken on such requests, it was ensured that the examination and treatment of the needy persons was continued in that institution.

It was noted that the analysis of the visits gives reason to conclude that there are deficiencies related to psychological assistance in penitentiary institutions.

Despite the formation of the legal basis for the provision of psychological services at the expense of the state with the adoption of the law "On psychological assistance", there is a serious need to provide quality and adequate assistance to those who are kept in closed institutions and who may pose a potential threat to their mental health.

At the same time, during visits by the ombudsman to police departments, departments and units, it was discovered that handcuffs were kept in the closet of the temporary detention center in violation of the "Instructions on the Protection and Escort of Persons Detained in the Temporary Detention Centers of Police Authorities" in some institutions.

This situation gives reason to assume that special means are applied to detained persons without any registration, as well as cases of ill-treatment.
