APA reports that the incident took place in Bilajari settlement of Binagadi district.

An unidentified person appears to have hit the dog hard with a tool in his hand.

Nurlan Aliyev, an employee of the press service of the Ministry of Internal Affairs (MIA), said in response to APA's inquiry that an investigation is underway regarding that video:

"Currently, the identification and prosecution of that person is underway."
