The joint organization of the Ministry of Emergencies of the Republic of Azerbaijan and the Swedish Civil Defense Agency (MSB), with the joint partnership of the Italian International Environmental Monitoring Center (CIMA) and the Red Cross Society, entitled "Interagency joint action and emergency planning for the establishment of effective early warning systems at the national level" a four-day seminar was held.

According to the information provided to APA by the Ministry of Foreign Affairs, the event was organized within the framework of the Eastern program of the European Union (EU) "Prevention, preparation and response measures of natural and man-made disasters" (PPRD East3).

The workshop was organized in order to ensure the full integration of interagency joint action approaches into civil defense measures, and to exchange experience on effective early warning systems for emergency planning at the national and local levels, early warning for flexible response measures.

During the event, within the framework of the establishment of an early warning system at the national level, the work to be done in the direction of the establishment of early warning systems for forest fires based on the analysis of risks and methodology used for the preparation of the road map, which includes the development of inter-agency coordination strategies and the distribution of relevant powers, as part of the establishment of an early warning system at the national level, will be discussed. was done.

Also, the seminar covered topics such as the application of early warning strategies for flexible response measures during the planning of civil defense measures at the national and local levels and the establishment of joint cooperation with other initiatives implemented at the national level in the above-mentioned directions.

The seminar was attended by the Ministries of Emergency Situations, Health, Internal Affairs, Ecology and Natural Resources, the State Statistics Committee, TABIB, the Institute of Geography named after academician Hasan Aliyev of ANAS, the Azerbaijan Red Crescent Society, as well as the Civil Defense Agency of Sweden (MSB), the International Environment Agency of Italy. Representatives of the Monitoring Center (CIMA) and the Italian Red Cross Society participated.

A presentation on Early Warning Systems, such as RISICO (Forest Fire Risk Assessment and Management System) and EFFIS (European Forest Fire Information System), which are forest fire hazard prediction models, was also held within the said seminar.

A specialist of the International Environmental Monitoring Center of Italy participated in the event as a trainer.

As a continuation of the event, training seminars were held at the Crisis Management Center of the Ministry of Emergency Situations, the Institute of Geography named after academician Hasan Aliyev of ANAS, and the National Hydrometeorology Service of the Ministry of Ecology and Natural Resources.

As a continuation of the seminar, a visit to the north-west region selected as a pilot area was organized.

The purpose of the visit was to analyze the existing risks and conduct appropriate monitoring to ensure an early warning system for areas sensitive to forest fires, as well as to assess the possibilities of joint and effective disaster management at the local level.

The visit was attended by experts from the Ministries of Emergency Situations, Ecology and Natural Resources, Azerbaijan Red Crescent Society, as well as the PPRD East3 program.

Within the framework of the visit, meetings were also held at the North-West Regional Center of the Ministry of Emergency Situations and the Gabala District Executive Authority in order to discuss issues related to the joint organization and planning of civil defense measures at the local level, as well as the management of disaster risks.

Within the framework of the visit, a seminar was held in Gabala district with the joint organization of the North-West Regional Center of the Ministry of Emergency Situations and the Gabala District Executive Authority, dedicated to evaluating the effectiveness of the joint activities and coordination mechanisms of the institutions responsible for civil defense measures at the local level, including local communities and civil society organizations.

In the end, a review meeting was held at the Ministry of Emergency Situations in order to discuss the results of the measures.

At the meeting, as a result of the assessments carried out by the specialists of the PPRD East3 Program, a broad exchange of ideas was held regarding the improvement of early warning systems that integrate relevant disaster risks, the preparation of forest fire bulletins based on the analysis of weather forecasts, and the provision of a systematic approach to the involvement of local communities in civil defense measures at the local level. was carried out.

At the same time, relevant recommendations of experts were discussed at the meeting.
