Taking into account that the Center for Social Research is a representative of the state power in the regions, a socio-political figure, as well as one of the main aspects of the reforms carried out in recent years, it conducted opinion polls about the heads of local executive power, and in this framework, learned the opinions of citizens on various aspects of local/regional administration.


APA reports that in international studies in this field, a special place is given to the importance of the personality factor among individual aspects of local administration.

The heads of the local executive power, who stand next to the higher, upper and central instances, are in a high position compared to other officials and social groups in terms of their legal status.

However, in some cases, abuse of this status results in the creation of various negative situations and news about official arbitrariness.

It should be noted that in the new phase of reforms that started in 2019, the head of state made regular calls to officials.

Quote: “In many cases, not in some cases, in many cases, public officials cannot behave.

They believe that they have been given some special privilege.

They break the law, in some cases very seriously.

They violate the traditional rules of behavior formed in our society.

They feel that they are above the people, they are arrogant.

Therefore, when such cases are reported to me, appropriate instructions are given immediately, and these people are either administratively punished or brought to criminal liability."


In the surveys conducted by the Center for Social Research, in order to determine the unofficial reputation and status of the heads of the local executive power, formed within the society, in other words, the profile of the leader in the public imagination, various opinions were addressed to the respondents and the attitude towards them was analyzed.

According to the results of the survey, 65.6% of people believe that the head of the local executive power should be like a member of the society and should not stand above everyone else as a highly influential person.

30.3% of those who took part in the survey shared the position that the head of the executive power stands above everyone with his high status.

4.1% of the respondents found it difficult to comment on this opinion.

When the results of the survey were reviewed by age groups of the respondents, the number of those who agreed with this opinion decreased from the younger age groups to the older age group, and the number of those who disagreed increased.

In other words, the results showed that the respondents representing the older age groups have a significant image of a leader from the former Soviet experience, the administrative emirate system, and the position of the younger generation differs in this sense.


Also, while 32.8% of men and 27.8% of women disagreed with this opinion, approximately three out of four people living in the city and one out of every two people living in the countryside agreed with this idea.

The survey was conducted in 2022 among 1068 respondents over 18 years old using the computer-assisted personal interview method, the principles of voluntary participation and anonymity were preserved.

The survey covered 12 economic regions, the cluster method of probabilistic sampling was used and gender balance was ensured.

The confidence interval of the results is 95%, the margin of error is equal to 3%.
