In the Nakhchivan Autonomous Republic, the inability of people applying to hospitals to use compulsory medical insurance has already brought the doctors working in the health center face to face with the State Agency for Compulsory Medical Insurance.

According to the report of the local office of APA, although the Agency says that according to the service envelope, the medical insurance of the citizens applying to the hospitals is paid in full, but for some reason this is not followed in the health centers.

As a result, there is a conflict between the institution and the hospitals.

In particular, the occurrence of these situations in the Birth Center of the Nakhchivan Autonomous Republic causes the rightful protest of the citizens.

Elnur Ibrahimov, head of the compulsory medical insurance organization and registration department of the State Agency for Compulsory Medical Insurance of the Nakhchivan Autonomous Republic, told APA that the inpatient, outpatient, and laboratory services include all procedures necessary for a pregnant woman, and this is done only with a doctor's appointment. : "All of these are specified in the service envelope, and they are completely free of charge.

According to the contract between the Agency and the Birth Center, according to the law of the Republic of Azerbaijan on Medical Insurance, all citizens of the country are covered by medical insurance and no fees should be paid to them.

Shipping within the city of Nakhchivan is not applicable for the insured, as the first health care service for women living in the city is provided by the Maternity Center.

From other regions, they should arrive by shipment in a planned manner.

But in the decision part of the envelope of services, only the gynecological service of pregnant women includes emergency care, so they are allowed without referral.

All of these should be done free of charge.

That is, all the necessary medical services that a person may need are included in the envelope of services.

Kamala Gurbanova, the chief doctor of the Birth Center of the Autonomous Republic of Nakhchivan, told APA that the doctors of the Birth Center, which was granted the status of a public legal entity in 2020, received a 25 percent insurance payment from the State Agency for Compulsory Medical Insurance until December 2021: "2022- Since January 2018, 30 percent of the funds collected in the budget of the Birth Center as a public legal entity have been added to the doctors' salaries.

The remaining funds were used for the economic expenses of the center."

Kamala Gurbanova also emphasized that mandatory or illegal payments paid by citizens to the hospital have been eliminated since November 24 of last year.

Until now, he has not clarified where the illegal compulsory payments received from citizens on behalf of the Birth Center were paid.

It seems that the illegal payments made by the State Agency for Compulsory Medical Insurance of the Nakhchivan Autonomous Republic for citizens and received from citizens were paid to private budgets.
