From January 13, 2023, the interview stage of the competition for the filling of 237 vacant administrative positions in a total of 49 state bodies belonging to types A and B of the 4-7 classification of administrative civil service positions, including the central executive power and judicial power bodies, has been announced.

According to the information given to APA by the State Examination Center, the following persons have the right to participate in the interview stage of the competition:

- Persons with a valid civil service certificate confirming that they have passed the civil service test for their respective position;

- Persons with a doctorate degree in the educational requirement (direction) intended for holding a civil service position.

Candidates who want to participate in the interview stage of the competition must register by filling out the "Civil Service Application Form" on the Internet portal of the Center from January 13, 2023 to February 13, 2023 at 18:00.

The candidate must confirm the validity and completeness of the information and documents entered in the portal.

The candidate applying for the interview must meet the requirements of Article 27 of the Law of the Republic of Azerbaijan "On Civil Service" and the general conditions for filling vacant positions established by legislation.

A candidate who does not meet the requirements for the vacant position cannot participate in the interview.

Candidates whose participation in the interview stage of the competition is not registered will be notified electronically through the portal.

After eliminating the deficiencies that caused the candidate to not be registered, the candidate is registered to participate in the interview for the relevant position.

If the deficiencies are not eliminated within 3 (three) working days, the candidate is not registered to participate in the interview.

If the candidate does not meet the specified conditions, as well as if it is found that the information and documents provided by him are deliberately false, the results obtained by the candidate in the interview are considered invalid.

Candidates can get information about the time and place of interviews from the schedule of interviews that will be posted on the website of the Center www.dim.gov.az and on the website of the relevant state body after the document acceptance is completed.

The purpose of the interview is to determine the candidate's suitability for the position by checking the candidate's knowledge level, professional training, general outlook and qualities necessary for the vacant position.

Information about the result of the interview is posted on the Internet portal of the Center and on the website of the relevant state body.

It should be noted that the Ministry of Culture (29 positions), the State Committee for Work with Religious Organizations (26 positions) and the Ganja City Court (14 positions) presented the most vacant positions for interviews among state bodies.

In total, 4 of the 237 vacant administrative positions interviewed belong to AB, 11 to AC, 59 to BA, and 163 to BB.

At the same time, we inform you that according to the requirements of the legislation, a person who has a certificate confirming that he has passed the civil service entrance test can apply for free of charge to participate in five interviews during each year of the validity of that certificate.

Participation in more than five interviews is paid, and the amount of payment for participation in the interview is determined by the Tariff (price) Council of the Republic of Azerbaijan.

According to the decision No. 5 of the Tariff (price) Council of the Republic of Azerbaijan dated July 26, 2022, the amount of payment for participation in more than five interviews during each year of the validity period of the "Civil Service Certificate" is determined in the amount of 50% of the test exam rates according to the types of civil service positions. has been done.

As it is known, by the decision No. 5 of the Tariff (price) Council of the Republic of Azerbaijan dated May 23, 2017, when approving the tariffs related to the participation in the test exams held for the purpose of admission to the civil service, value added tax was not taken into account in the prices.

The State Examination Center has been registered as a VAT payer since March 2019, and since April 1 of that year, VAT has been applied to the tariff prices of civil service exams.

While VAT is added to the approved tariffs, some prices consist of manat and kopeck parts.

Taking into account the technical limitations of the existing software and relevant databases that currently carry out payment procedures (the impossibility of making payment with pennies), it was decided to reduce the payments related to pennies to a whole number until the relevant improvement works are completed in the software and databases of DIM received.

After the schedule of the interview (time and place of the interview) is posted on the Internet portal of the Center and in the candidate's personal office, the candidate must specify whether or not he will participate in the interview within 48 hours, and if he does not participate, he must refuse to participate in the interview by entering his personal office.

In this case, the candidate's right to participate free of charge will be taken into account in the number of interviews provided, as well as the payment related to participation in the interview (if any) will be returned to the candidate's personal office (minus bank charges).

Refusal to participate in the interview after the specified time until 16:00 the day before the date of the interview will not be taken into account in the number of interviews, the right of the candidates to participate free of charge, as well as the payment related to participation in the interview (if any) will not be refunded.

Candidates applying for participation in the interview stage of the competition are advised to effectively use their right to participate in the interview without payment, as well as to be careful when choosing a position, to familiarize themselves with the duties of the position they are applying for, conditions of employment, as well as interview programs, and to clearly define their desire to work in that position.

Thus, sufficient funds and resources are spent by the Ministry of Education and Culture and relevant state bodies to check the suitability of the candidates for the respective positions, prepare the interview schedule, form the interview commission, organize and conduct the interviews.

The large number of cases of refusal to participate in interviews creates difficulties in prompt issuance of interview announcements, organization of interviews, as well as slows down the process of appointing candidates who have succeeded in interviews.

Based on the above, we inform you that the candidates' failure to participate in the interview is not considered an excuse, it is characterized as their irresponsibility, and such cases are registered in the Center's database.
