By December 15, meeting participants must submit in writing the proposals made today so that the organizers can summarize them in a report to be submitted to the Minister of Health, Dr. Asen Medzhidiev.

"Based on existing data, a professional team must predict not only what this long-awaited hospital should be like now, but also in the future - in 5, 10 or 50 years.

It is possible that this analysis of future needs will recommend a phased construction of the hospital, expansion or renovations, which should be foreseen now and laid down in the assignment", said arch.

According to Associate Professor Yordanka Uzunova from the Bulgarian Pediatric Association (BPA), a structure like the National Children's Hospital cannot be fully entrusted to private entrepreneurs, because children's healthcare is rarely a commercially profitable activity.

Prof. Rada Markova from BPA added that the funding of the NDB should be entirely from the Ministry of Health (MOH), and not through clinical pathways.

According to her, the current system of financing children's wards leads to the so-called "hospitalization" of children, i.e.

to accumulating too many diagnoses and days of stay in hospitals, the purpose of which is to support the wards, not to treat the little patients.

"It was a really constructive meeting in which all of us, without exception, are united around the conclusion that the development of the Needs Analysis for the construction of a National Children's Hospital should be outsourced to a team external to the Ministry of Health, which will comply with best practices in Europe and the world, while at the same time working closely with the ministry's experts, as most of the medical and statistical data they need is found in the healthcare structure.

Despite the complicated political situation, we will prepare the report and submit it to the Ministry of Health as quickly as possible", concluded Kremena Kuneva.

"The health system has all the data needed to create a qualitative analysis.

I hope that our report will become an occasion for the Ministry of Health to create an organization to collect and analyze this data, and then to find an external consultant and entrust him with the preparation of the analysis.

After that, this analysis will form the basis of the assignment to build the NDB", added Dr. Alexander Simidchiev.
