At a time when the borders of states are recognized by international law, the interstate struggle takes place to a large extent in the "trenches of intelligence-disruption".
As a result of the large-scale actions carried out by the State Security Service during the past period, information about persons spying for the benefit of neighboring states and their actions, as well as organizations operating under the auspices of foreign patrons, was often on the agenda.
How are the mentioned Azerbaijani citizens financed from abroad?
According to APA, it is now known that obtaining funds from abroad secretly from state control is largely organized through illegal money transfers.
In the presence of a shadow economy, it becomes much easier for foreign special services to deliver money to such persons.
It is no coincidence that modern states have strict methods of combating the "shadow economy" and mechanisms that threaten economic and national security.
In the past years, in many countries, it was determined that terrorist groups, political radical circles of a criminal nature, religious extremists and spies were financed by using the possibilities of money transfer networks known as "hawala" and other similar money delivery networks, which are nowhere under state registration and control.
Various noisy works were carried out.
Many states have created domestic and international legal mechanisms for the highlighted issues.
It is not a secret to anyone that the people involved in corrupt criminal acts have taken out of the country a large amount of funds obtained by crime using illegal money transfer methods.
With the Law on Amendments to the Criminal Code of the Republic of Azerbaijan, which entered into force on December 6, 2022, Article 206-1 was added to the Code, which stipulates criminal responsibility for "Illegal money transfers", according to the Decree of the President of the Republic of Azerbaijan of the same date, in criminal cases for such criminal acts it was determined that the investigation will be conducted by the Ministry of Economy of the Republic of Azerbaijan and the State Security Service.
As it can be seen, special reforms and tough fighting measures will be implemented in Azerbaijan in the mentioned direction, including in general against all harmful manifestations of the "shadow economy".
