The Ministry of Health and Welfare pointed out that this year’s New Southbound Policy has stepped into 2.0, and there are three major differences: shifting to one country with multiple centers, joining hands with the United States and Japan for development, and establishing overseas medical centers. It is estimated that digital health and telemedicine will be the focus of implementation in the future and will focus on Three major medical fields of precision, wisdom, and regeneration.

Last year, there were 274,000 international medical services in Taiwan, compared with the peak of 381,000 in 2019, equivalent to the disappearance of more than 100,000.

However, Indonesia, Vietnam, Laos, Brunei, Thailand, Myanmar, the Philippines, Cambodia, Singapore, Malaysia and other ten ASEAN countries have bucked the trend, rising from 35.8% in 2019 to 45.2% last year.

Liu Liling, director of the International Cooperation Group of the Ministry of Health and Welfare, went to Japan to share Taiwan's experience with the Japan Medical and Health Industry Excellence Alliance Foundation (MEJ). The training of medical and health personnel from 7 countries in Southeast Asia builds a bridge for the industry. A total of 1,185 people have been trained. The top three include Malaysia, Thailand, and the Philippines. More than 50% are doctors. The main disciplines are cardiovascular, minimally invasive surgery, organ transplantation, etc., and it is estimated to attract millions. In addition, Transnational has signed a memorandum of cooperation with hundreds of medical institutions to facilitate transnational clinical trials. It is estimated that the policy will drive the export value of medical and health products to reach tens of billions.

Liu Liling pointed out that the second phase of the plan, the New Southbound Policy 2.0, will be further promoted this year. There are three major differences from the original version, including the change from "one country, one center" to "one country, multiple centers". The status and early stage of development, focusing on Indonesia, Vietnam, and Malaysia. For example, Malaysia has Chang Gung Hospital and the Hospital Affiliated to China Medical University to participate; strengthen cooperation with the United States and Japan to develop medical and health industry chains in third countries; establish overseas medical care The center is to build a hospital.

Liu Liling emphasized that it is estimated that digital health and telemedicine will be the focus of implementation in the future. Taiwan already has a good telemedicine service model and hopes to expand to new southbound countries.
