Basitchay State Nature Reserve Regulations and sanitary protection zone have been approved.

APA reports that this was reflected in the decision of the Cabinet of Ministers "On approving the Regulations of the Basitchay State Nature Reserve and the sanitary protection zone of the Republic of Azerbaijan".

According to the decision, nature protection and scientific research was created to preserve the characteristic and rare natural complexes and objects of the Basitchay State Nature Reserve of the Republic of Azerbaijan (Eastern sycamore, Caucasian mountain range, Greek walnut, Golden-eye trout, etc.) in their natural state, and to study the course of natural processes and events. is an area with the status of administration.

The reserve was established in the administrative territory of Zangilan district by the Decree of the Council of Ministers of the Azerbaijan SSR dated June 4, 1974 No. 172, and the activity of the Zangilan district included in the Eastern Zangezur economic district was restored by the Decree of the President of the Republic of Azerbaijan No. 2971 dated October 20, 2021.

In its activities, the Reserve is guided by the Constitution and laws of the Republic of Azerbaijan, international agreements to which the Republic of Azerbaijan is a party, decrees and orders of the President of the Republic of Azerbaijan, this Statute, other decisions and orders of the Cabinet of Ministers of the Republic of Azerbaijan, normative legal acts of the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan.

According to the Law of the Republic of Azerbaijan "On Specially Protected Natural Areas and Objects", the plots of land allocated for the organization of the Reserve are given to its permanent use.

The territory of the reserve belongs to the specially protected natural areas of republican importance, and the legal regime of special protection is applied to this area.

Due to its purposeful use and legal regime, the lands of the Reserve are included in the lands designated as natural reserves.

It is forbidden to use the lands of the reserve, as well as the water, flora and fauna within its boundaries for economic purposes.

In order to protect the land and water (aquatorial) areas of the reserve from external anthropogenic influences, the sanitary protection zones of those areas are defined.

Determination of these zones and regime rules are carried out in the form specified by Article 10-1 of the Law of the Republic of Azerbaijan "On specially protected natural areas and objects".

The reserve is financed from the state budget, extra-budgetary funds, environmental protection funds and other financial sources not prohibited by law.

The passport of the reserve is prepared by the Ministry.

The importance of the reserve, its name, location, date of creation, registration number and date of the document confirming the right to permanent use of the land, characteristics of the protected area, scheme of its general appearance, protected rare species of fauna and flora, and changes in the activity process are recorded in the passport.

The reserve's passport is registered with the Ministry and kept in the reserve.

The state cadastre of specially protected natural areas and objects is being carried out in order to assess and forecast the state of the nature reserve fund in the reserve, determine the perspective development network of this area, and strengthen state control over the observance of the protection regime.

The Reserve has property issued by the Ministry, a seal with the name of the Ministry and the Reserve, appropriate letterheads and stamps, a flag and an emblem.

The activities of the reserve are as follows:

- to restore the genetic fund, biological diversity, ecological systems, natural complexes and objects in natural conditions and restore them to health and protect natural areas in order to preserve their natural state;


- To carry out environmental monitoring within the framework of state monitoring of the environment and natural resources in the territory of the reserve, to contribute to the transformation of the region into a "green zone" by ensuring the restoration of the unique forest stock and protected natural complexes based on the application of modern approaches;


- organizing and conducting scientific researches, compiling the "Chronicle of Nature";


- to participate in the state environmental expertise on projects and schemes for the placement of economic objects and other objects;


- to assist in the training of scientific personnel and specialists in the field of environmental protection.
