It should be noted that as a result of the operation-search measures conducted on the basis of the citizen's appeal regarding the illegal actions of the officials of the Shamkir Regional Culture Department of the Ministry of Culture, a criminal case was initiated under the relevant articles of the Criminal Code in the General Anti-Corruption Department under the Prosecutor General.

With the conducted operational-investigative measures, Azer Rajabov, the head of the Shamkir Regional Culture Department, and Alakbar Aliyev, the head of the Human Resources Department of that department, and his advisor Seymur Safarov, in advance colluded with the general patronage, i.e., the appointment of individual persons to the position, and the continuation of their activities with the performance of their official duties. as well as the fact that in exchange for the non-retrenchment of the clubs on the management's balance sheet, starting from December 2021, reasonable suspicions have been established that they will receive 102,000 manats from individuals as bribes and abuse their official powers.

Azer Rajabov, Alakbar Aliyev and Seymur Safarova were charged with the Criminal Code articles 308.2 (when the abuse of official powers leads to serious consequences), 311.3.1, 311.3.2 and 311.3.3 (repeated acceptance of a large amount of bribe by a group of persons who colluded in advance) with the announcement of accusations, preventive measures of arrest were chosen for them by the court's decision.
