The Board of the Association of Municipalities of Kosovo has urgently requested the Ministry of Finance and Transfers to issue the second Budget Circular.

The release of this Circular enables the Municipalities of the Republic of Kosovo to begin the final budget planning process.

AKK considers that the process is very late and risks the municipalities not having the technical possibility to submit the budget to the Municipal Assemblies on time, precisely on September 1, which is the legal obligation for the budget to be submitted to the Municipal Assembly.

According to AKK, without the Second Budget Circular, Municipalities do not even know the final budget limits as budgetary organizations and this makes it impossible to submit the Budget directly to the Municipal Assembly.

Likewise, failure to submit the budget by September 1 costs the municipalities with a loss of points in the Performance Report and as such penalizes the municipalities from the financial benefits from the Performance Grant./Telegraph/
