The increase of the basic salaries of those working in medical facilities to the minimum levels laid down in the Collective Labor Agreement in the "Health" sector from 2022, a requirement that was recorded in the annex to the National Framework Agreement for Medical Activities, signed by the NHIF and the BLS, and the readiness of the municipal medical institutions to provide their employees with the corresponding increased remuneration, the Minister of Health Prof. Asena Serbezova and representatives of the National Association of Municipalities in the Republic of Bulgaria discussed today at a meeting in the Ministry of Health, reports the press center of the Ministry of Health.

On behalf of the National Association, the deputy chairman of the National Association of Municipalities and mayor of Troyan Donka Mihailova, the mayor of Karlovo Dr. Emil Kabaivanov, the mayor of Dimitrovgrad Ivo Dimov and others also participated in the meeting.

Doctors' salaries: Controversy over the increase in remuneration

The Association of Municipalities pointed out that some municipal medical institutions are experiencing difficulties, as of August 1, to increase the salaries of their staff, which, according to the NRD, means that these hospitals will receive an increase in the price of clinical paths instead of an average of 25% - by 15 %.

In this regard, Minister Serbezova informed that the proposal of the Ministry of Health is to change the texts of the National Framework Agreement, tying the financing of hospitals by the NHIF to the basic salaries of the staff, with an exception being made for municipal hospitals that meet certain requirements.

"Our position is that a possible authorization should be sought for the municipal medical facilities for hospital care, guaranteeing decent remuneration for the work of the medical specialists in them.

Our original concept was to amend the legislation for this purpose, which at the moment appears to be impossible.

it was not foreseen that there would not be a working parliament that would adopt the relevant legal changes", pointed out Prof. Asena Serbezova.

Possible criteria for an exception in order to ensure patients' access to medical care are that the medical facility is multidisciplinary, that more than 70% of the revenue is spent on staff remuneration and that it is located at a certain distance from another multidisciplinary hospital, such as is the distance should be further assessed, then this hospital and others like it should not be prevented from receiving the increase in the prices of the clinical paths on which they work, provided for in the NSD", explained the head of the office of the Minister of Health and chairman of the NC of the NHIF Prof. Vasil Pandov.

We remind you that the minimum levels of basic wages specified in the Collective Labor Agreement in the sector are: BGN 2,000 for a doctor, BGN 1,500 for a nurse and BGN 910 for an orderly.
