The U.N. Security Council has banned North Korea from nuclear tests and ballistic missile launches for years, and has tightened sanctions on Pyongyang over the years to try to cut off funding for those programs.

Meanwhile, veto-wielding China and Russia have in recent years proposed easing UN sanctions on North Korea for humanitarian purposes and encouraging Pyongyang to return to international talks aimed at persuading leader Kim Jong Un to give up its nuclear weapons.
