"We don't want to be an outside observer who makes decisions over his head."

APA reports that the statement came from EU High Representative for Foreign Affairs and Security Policy Josep Borrell in an interview with Die Welt newspaper.

According to the High Representative, if Moscow wants to start discussions on security in Europe and talk about security, it will not be limited to the United States and Russia.

"The European Union must take part in these talks.

"Such talks will only make sense if they are held in close coordination with and with the participation of the European Union," Borrell said.

Earlier, US State Department spokesman Ned Price assured Europeans of transparency and solidarity in the talks with Russia scheduled for January 10, but did not promise that the European Union would be involved in the talks.

Price said the meeting will be held in the format of a bilateral strategic security dialogue.
