The National Energy and Utilities Regulatory Commission (NEURC) proposed to set a single electricity tariff for domestic consumers at UAH 2.88/kWh (including VAT) from June 1, 2023.

"NEURC submits proposals for amendments to the provision on special obligations to ensure the availability of electricity for household consumers (PSO) dated June 1, 2023 with the introduction of the first stage of adjusting electricity prices using a single price without diversification in terms of consumption at the level of UAH 2.88 / kWh including VAT," the letter to the Ministry of Energy says.

According to the letter, the introduction of such changes will improve the financial performance of NNEGC Energoatom and PJSC Ukrhydroenergo (the main executors of PSO, which covers the difference in the market price of electricity, which is currently about UAH 6/kWh, and tariffs for the population - EP) and bring the PSO mechanism closer to a balanced state.

The letter also notes that the only effective way to stabilize the mechanism of the Integrated Security System is to gradually approximate prices to the level determined by the market.

NEURC noted that it had consulted with the Energy Community Secretariat on proposals to amend the CCP regulation starting from June 1, 2023.

According to the source of Energy Reform in the government, the Cabinet of Ministers will consider this proposal, and most likely will support it at its meeting in the coming days.

In Ukraine, from June 1, electricity may rise in price. If electricity tariffs in Ukraine increase to UAH 2.88 per kWh, this will increase the amount in the payment by UAH 200-300. Currently, energy companies are working at a loss, since neither they nor the state have other sources that would allow restoring the energy system. The increase in tariffs will make it possible to increase salaries for power engineers and other critical infrastructure workers, as well as to carry out emergency and restoration work.

In addition, the National Commission sent a letter to the government, which initiated the issue of introducing a procedure for the protection of vulnerable electricity consumers. The regulator proposes that the government regulate the protection of vulnerable electricity consumers by:

  • definition of categories of vulnerable consumers on certain grounds
  • introduction of mechanisms for accounting, monitoring and control over consumers' belonging to the category of vulnerable
  • taking special measures to protect vulnerable consumers from power outages in order to meet the electricity needs of such consumers during certain periods
