[Reporter Hong Youfang/Hsinchu Report] The Taiwan Semiconductor Industry Association (TSIA) and DIGITIMES officially released the "White Paper on Taiwan's IC Design Industry Policy" today, and put forward 6 major suggestions from the three dimensions of overall strategy, talent policy and operating environment. Taiwan's semiconductor industry's first policy white paper initiated by the IC design industry.

Taiwan is a key player in the global semiconductor industry. Among them, the IC design industry, with an output value of approximately US$40 billion (approximately NT$1.21 trillion) in 2022, has achieved a global market share of 18%.

Although there are only 52,000 employees in Taiwan's IC design industry, they contribute 29% of Taiwan's semiconductor output value and 2.4% of GDP.

In recent years, the international political and economic environment has been turbulent, the technological war between the United States and China, the Ukrainian-Russian war, and the imbalance between chip supply and demand have intensified the strategic position of semiconductors. The previous industrial level has been elevated to the national strategic level, forming a new round of international semiconductor competition.

Taiwan's IC design industry is also facing hidden worries from the rapid rise of Chinese companies, the serious shortage of domestic talents, and the handful of companies investing in advanced technologies/products. It is urgent to take active actions to consolidate the current competitive advantage and market position.

The white paper on Taiwan’s IC design industry policy was issued by Huang Yiping, deputy general manager of DIGITIMES, and proposed to include 1. Plan and promote the semiconductor strategy at the national level; 2. Adopt active budgeting to strengthen the driving force; 4. Re-examine the policy of foreign businessmen to set up R&D centers in Taiwan; 5. Strengthen the mastery and layout of IC design core technologies; 6. Assist the industry in consolidation and internationalization to promote industrial upgrading.

During the press conference, a summit discussion on "Taiwan's IC Design Industry Leaps Under the International Competition" was held. Pan Jiancheng, CEO of Electronics, Chen Congmin, Deputy General Manager of Novatek Technology, and Huang Yiwei, Deputy General Manager and Spokesman of Realtek Semiconductor, participated in an in-depth discussion on key issues such as the shortage of talents, the fairness of Taiwanese foreign business policies and resources, and insufficient investment in advanced R&D.
