[Reporter Chen Jiayi/Taipei Report] Greenpeace released the "RE10x10 Enterprise Green Power Initiative 2022 Annual Report Release" today (28th), pointing out that if the green power purchases of Taipower and TSMC are deducted, only 1.56% of Taiwan's total green power enters the free market , enterprises are facing the challenge of insufficient supply of green electricity in Taiwan and the rising price of green electricity; it is recommended that enterprises obtain green electricity through "self-use", which costs less than other methods of obtaining green electricity; and also calls on the government to strengthen regulations and provide policy support to solve the problem The current green power supply and demand imbalance dilemma.

Zheng Chuxin, director of the Greenpeace Climate and Energy Project, said that although the government has vigorously promoted the development of renewable energy in recent years, the actual development speed is not as fast as expected, and the green power goal has been skipped year after year.

According to the survey, if excluding Taipower’s bulk purchases and TSMC’s green power purchases, only 1.56% of Taiwan’s total green power enters the free market, making it difficult for other companies to purchase green power.

Zheng Chuxin pointed out that the amount of green electricity available for purchase is currently scarce, and the average price for enterprises to purchase green electricity for transfer is about 5.5 yuan per kilowatt-hour; while the price of purchasing green electricity certificates is about 4.6 yuan per kilowatt-hour, plus Taipower’s industrial electricity price of 3.38 yuan per kilowatt-hour , the green electricity use cost of the certificate is nearly 8 yuan; however, if the industry adopts green electricity "spontaneously used", the cost per kilowatt-hour is only about 2.68 yuan,

Zheng Chuxin said that some companies have invested in green electricity for their own use, and have become green electricity producers and sellers to get rid of market difficulties by investing in the construction of solar energy, wind power and other renewable energy facilities.

However, there are also many operators who report that the administrative procedures for applying for green electricity are not fast enough, such as obtaining licenses and coordinating procedures with local governments. Some operators have spent half a year or a year to complete the procedures; Large electricity consumers use a certain proportion of green electricity, and hope to help small and medium-sized enterprises obtain green electricity through policy subsidies or financing incentives.

Chen Yongren, project manager of Greenpeace Climate and Energy, also appealed that facing the current situation that the development of green power in Taiwan is not as fast as expected, the Bureau of Energy must strengthen regulations and provide policy support to encourage enterprises to actively invest in green power for self-use and solve the current supply and demand of green power unbalanced dilemma.

Greenpeace has launched the "Re10x10" initiative since 2020. Drawing on the spirit of the RE100 initiative, it hopes to convene Taiwanese corporate electricity users to jointly commit to using more than 10% green electricity by 2025.

At present, among the 74 companies that have joined the initiative, 30 have started to use green electricity through self-use, transfer, and renewable energy certificates. Among them, 13 have reached the 10% target, and 7 have exceeded 20%.
