According to the report, Luxembourg is a country with a small and wealthy population. According to the World Bank's 2021 data, the local population is only about 640,000, and the average annual salary is about 99,900 euros. In contrast, the average annual salary in neighboring France is only 35,200 euros.

According to statistics, before the implementation of the policy, Luxembourg's annual traffic revenue was about 41 million euros, accounting for 8% of operating costs.
