In the conditions of war, state and municipal bodies have to look for compromise tariff solutions — real incomes of the population have decreased, energy and utility providers need funds to maintain the efficiency of the systems.

Is it possible to change tariffs for communal services for the population in the near future?

What will happen to the tariffs for gas, hot water and heating

According to Law No. 2479-IX, a moratorium on increasing tariffs for gas and thermal energy was introduced during martial law and for 6 months thereafter.

The moratorium prohibits raising tariffs for all categories of consumers for natural gas distribution services, heat energy (its production, transportation and supply), heat energy and hot water supply services.

The price of natural gas for domestic consumers, which was as of February 24, 2022, should also be maintained.

Will the tariffs for cold water supply and drainage change?

There is no moratorium on increasing tariffs for cold water.

The December price increase planned by the industry regulator NCREKP was cancelled, the document, as stated in the official appeal, required revision.

On March 10, NKREKP announced plans "in March of this year to include in the agenda the issue of setting tariffs for centralized water supply and centralized water drainage in the form of an open hearing."

On average, tariffs for centralized water supply and centralized water drainage may increase by 15% in two stages - from 04/01/2023 and from 07/01/2023.

It is assumed that the increase in tariffs will apply to all regional centers, with the exception of Mykolaiv, Kherson, temporarily occupied Donetsk, Luhansk and Crimea.

The reasons for the increase in tariffs are the increased level of electricity use, the increase in the cost of products, and the need to increase salaries.

What will happen to electricity tariffs

The Cabinet of Ministers does not rule out revising electricity tariffs for the population.

According to the Minister of Energy Herman Galushchenko, in any case, the issue of raising tariffs can be considered after the end of the heating season, usually the beginning — mid-April.

"The increase can only be diversified, that is, depending on the consumption of each household."

Currently, for monthly consumption of up to 100 kWh, households pay for electricity at the rate of UAH 1.44 per 1 kWh, above this norm - UAH 1.68 per 1 kWh

Experts determine that tariffs will most likely approach the market value of electricity.

Now, depending on the region and the operator, it is UAH 5-6 per 1 kWh.
