[Financial Channel/Comprehensive Report] U.S. Secretary of Commerce Gina Raimondo announced on Thursday (23rd) that the U.S. government will open the subsidy application for the "Chip Act" on the 28th, aiming to pass 52 billion US dollars (about 1.5 trillion new Taiwan dollars) subsidized "Wafer Act", to build 2 semiconductor settlements and multiple advanced packaging and testing facilities by 2023.

The "Chip Act" signed by US President Joe Biden in August last year will start to apply for subsidies on the 28th.

Raimondo said in a speech at Georgetown University on Thursday that each semiconductor cluster includes a strong ecosystem of suppliers, research and development centers and infrastructure, while employing thousands of workers at high wages.

Raimondo said that the enactment of the "Chip Act" is to improve the competitiveness of the United States in the semiconductor market and prevent Taiwan from monopolizing the advanced process market. Taiwan produces 92% of the world's cutting-edge chips, and excessive reliance on a single country will bring down the supply chain. problems and national security concerns, any disruption in semiconductor production could hamper production of a range of goods.

Raimondo said: "This is fundamentally a national security issue. The Chip Act is to gain a technological advantage, and export controls are to maintain a technological advantage." She also emphasized that China's use of semiconductors in military weapons, China is close to Taiwan, and the possibility of China invading Taiwan has aroused concerns from the Biden administration and Congress.

Raimondo reiterated the Biden administration's plan to invest US$11 billion (approximately NT$334.7 billion) to build its so-called National Semiconductor Technology Center, saying that this is an ambitious public-private partnership where the government, industry, customers, suppliers , educational institutions, entrepreneurs and investors come together to innovate, connect and solve problems.

Raimondo said that the Department of Commerce's plan for the "National Semiconductor Technology Center" (NSTC) will ensure that the United States has a leading position in next-generation semiconductor technology, including quantum computing, materials science and artificial intelligence.
