The first domestic "digital platform and news media bargaining" public hearing was held today (15th). The agenda of the public hearing is divided into 5 parts. The 3 legislators, the Ministry of Digital Development in charge of this issue, the media association representing the industrial capital, the media trade union representing the industrial labor, and experts and scholars will speak in turn.

The Digital Department shared the "Current Status and Plan for Co-prosperity Development of Domestic Industry and Large-scale Digital Platforms". Chen Huihui, a special committee member of the Digital Industry Department of the Digital Department, said that the Executive Yuan will form a cross-ministerial coordination group in 2021. It has held 5 meetings so far. In December last year, the first round of negotiations between platform operators and news media was promoted.

Chen Huihui pointed out that the digital department has two follow-up plans. The first is to "actively assist the news industry in negotiating." The Communications Council (NCC) of the industry authorities and the Ministry of Culture assist the news industry to form a consensus to facilitate negotiations with the platform parties and assist in tracking the progress of the negotiations between the two parties.

Chen Huihui emphasized that the Digital Department will invite the two parties to hold a second round of dialogue meetings to assist in communication and negotiation, and the fair will assist the news industry in applying for exemptions for joint acts when necessary.

It is understood that the second round of consultations planned by the Ministry of Digital Technology will be held in mid-March, but the exact date has yet to be discussed among the inter-ministerial committees.

The second is "Research on Legal Policy". Countries have different ways of dealing with such issues. For example, the European Union and Australia have successively revised the Copyright Directive or formulated the "News Bargaining Law".
