[Reporter Xu Ziling/Taipei Report] Regarding the bargaining between news media and digital platforms, scholars revealed that three cross-party legislators, including Democratic Progressive Party legislator Lin Chuyin, will propose relevant bills.

Lin Chuyin confirmed today that the "Media Bargaining Law" will be drafted during this session. She also criticized the Ministry of Digital Development, the responsible authority, for still making strides and urged the establishment of a profit sharing mechanism. In response to this, the Ministry of Digital Affairs will continue to assist platform operators and the news Industry Dialogue.

A number of scholars held a press conference yesterday, announcing that news media and digital platforms have officially entered the legislative process; scholars revealed that DPP legislators Fan Yun and Lin Chuyin and KMT legislators Li Guimin will each propose relevant bills, of which Fan Yun will take the lead in the 15 A public hearing will be held today.

In fact, Lin Chuyin was born in the self-media. She used to be a news station reporter and anchor. Regarding issues related to news bargaining, in recent years, she has often asked questions in the Legislative Yuan and posted articles on social media to express her concern about this issue.

Lin Chuyin posted on Facebook today that she was born in the media, and she has always been concerned about the media bargaining law. Starting in 2021, Lin Chuyin will question the Fairness Committee, the NCC (Communication Committee) and the digital Ministry at least 4 times, also repeatedly discussed with the administrative agencies.

Lin Chuyin said that because of her constant pursuit, the Political Council finally decided to hand over this business to the Ministry of Digital Affairs, but after the transfer, it is still in the early stage; she also criticized the "media bargaining method" proposed by non-governmental scholars in September last year. For the draft, half a year has passed, and the digital department is still unable to hand over a draft, or any specific results, which makes her worry that the current situation is still "supporting the meeting".

Lin Chuyin urged the Ministry of Digital Affairs to also propose a draft during this session, or establish a preliminary profit sharing mechanism; in addition, she also announced that she would refer to the folk version and draft Lin Chuyin's version of the Media Bargaining Law during this session.

Li Huairen, deputy director of the Digital Development Department, responded that the Digital Department will continue to work closely with the Ministry of Culture, the NCC, and the Fair to assist large multinational digital platform operators and the news media industry to continue dialogues, build consensus, and promote common prosperity.

At the same time, the inter-ministerial group of the Executive Yuan also reached a consensus that "legislation has always been an option."

I respect the draft version proposed by non-governmental scholars, and I am also happy to see suggestions from all walks of life on this issue for the government's reference.
