[Reporter Wu Xintian/Taipei Report] In order to implement the 2050 net-zero transition goal, the National Development Council announced today that all mid- and long-term plans proposed by various ministries and commissions in the future will require net-zero planning.

Gong Mingxin, chairman of the National Development Council, attended the press conference before the "my country's Net Zero Transformation Key Strategic Action Plan Forum" and said that the net zero transformation can be said to be the longest and largest national development plan in my country's history. National development planning, review and management agencies will further play a role in net zero.

He explained that in the future, the "Key Points for Compilation and Examination of Mid- and Long-term Case Plans of Various Agencies under the Executive Yuan" will be revised. The mid- and long-term case plans of all central ministries and commissions include public construction plans, social development plans, and even the construction of public office buildings. We must move closer to the goal of net zero and sustainability, and put forward relevant plans.

He further pointed out that in order to implement a just transformation, in addition to the 900 billion budget originally planned by the government, an additional carbon reduction plan will be launched to help small and medium-sized enterprises improve their net-zero adaptation energy and help small and medium-sized enterprises to truly transform .

Gong Mingxin pointed out that the European Union's Carbon Border Adjustment Measures (CBAM) will be launched in November 2023, and the levy will start in 2026, and the requirements from the supply chain of major international manufacturers are becoming more and more specific, and Taiwan can no longer delay.

Next year, the government will list 68.2 billion yuan, which is currently under review by the Legislative Yuan; in the future, it will be compiled year by year and gradually implemented.

Gong Mingxin said that after the promotion of the 12 key plans, it is expected to reduce carbon emissions by 7,200-7,600 tons, which is equivalent to 29% of carbon emissions in 2020, and can expand the 2030 carbon reduction target to 24% plus or minus 1%.

He also mentioned that the net-zero transformation also brings huge business opportunities, including the four major supply chains of photovoltaics, wind power, electric vehicles and energy storage, driving more than 4 trillion private investment; energy conservation expands 550 billion output value, creating an overall output value of 5.9 trillion, and creating 551,000 jobs, a significant benefit to the economy.

Gong Mingxin emphasized that we will do our best to assist small and medium-sized enterprises, and will not let the public and enterprises fight alone. The transformation will be achieved step by step by first adopting the big and then the small, and the big leading the small.

Gong Mingxin said that today’s general introduction to net-zero transformation and briefings on 12 key strategies have been announced online.
