The amendment is known as the "Five Measures to Crack Down on Real Estate Speculators", which include restrictions on pre-sale houses for resale, private legal persons buying houses with a permit system, establishing a whistleblower reporting system, pre-sale house contract termination declarations, and heavy penalties for property market speculation. .

Among them, those whose hype is verified to be true will be fined not less than NT$1 million but not more than NT$50 million according to the number of trading accounts.

In terms of restricting red slips and contract resale, pre-sale houses or newly built house sales contracts are prohibited from being transferred to third parties, except for spouses, direct or second relatives, or special circumstances announced by the Ministry of the Interior.
